“One of the things that annoys me the most is when I hear people say ‘I don’t want to go to council, because everything’s cut and dried’. I tell people you don’t see the committee meetings, that’s where it (discussion) comes in, at the committee meetings,” he said.
Atkinson suggested to council that they take another look at the CSI sewer project, expanding it further back from the road, and that also it consider putting all of the cost of the sewer on the general tax rate.
He expressed his concern about a proposed $800,000 ladder truck for the municipality and questioned whether or not there is duplication in the number of fire vehicles already available. He also suggested that there is still potential for the amalgamation of fire departments.
“I think it’s worked wonderfully for Clark’s Harbour and the island in the Passage,” he said.
He commended council on their careful deliberation of wage and salary increases, a topic that was debated over several meetings.
“I applaud you for putting that much time and effort into that subject,” he said.
Atkinson questioned a $5,000 start-up loan for the Barrington arena fundraising committee.
“I guess the question is: Should the municipality be giving this? Are you opening up a can of worms? When you do that, what assurance to you have that somebody’s going to pay it back?” he asked.
He also asked if council thought increasing the fine for littering on Stoney Island Beach would be effective in addressing the problem.
“Has anyone ever been fined for littering on a beach?” he asked.
He agreed that it might be desirable to raise the fine for littering however doubted that it would have an effect because the fine is rarely enforced. He suggested that the municipality should pick up the litter.
Council thanked Atkinson for his presentation and a motion was approved to add all of the matters he commented on to the agenda of the next committee of the whole meeting.
